Keyword Mapping: How to Assign the Right Keywords to the Right Pages
Keyword mapping is the process of assigning target keywords to specific pages on your site so each page has a clear primary query and supporting secondary queries — eliminating cannibalisation and giving every page a defined ranking purpose.

Keyword mapping is the process of assigning specific target keywords to specific pages on your site. The result is a document — the keyword map — that records which page owns which query, what supporting queries the page also targets, and what the page's intent type is. Every page that is meant to rank has an entry; every keyword you want to rank for belongs to exactly one page.
Without a keyword map, sites accumulate cannibalisation — multiple pages competing for the same query — and coverage gaps — queries you want to rank for with no page targeting them. A keyword map eliminates both problems by making the relationship between queries and pages explicit.
What a keyword map contains
A keyword map is typically a spreadsheet with one row per page. The core columns:
URL — the canonical URL of the page (or the planned URL for a page that doesn't exist yet).
Primary keyword — the single most important query the page is meant to rank for. This is the query the title tag, H1, meta description, and URL slug are optimised for. A page has exactly one primary keyword.
Secondary keywords — supporting queries that the page should appear for, but that aren't the primary ranking target. These are typically long-tail variations, synonym phrasings, and closely related questions. Secondary keywords are addressed in H2 subheadings, body content, and FAQ sections. A page can have 3–10 secondary keywords.
Search intent — the dominant intent of the primary keyword: informational, commercial, transactional, or navigational. This determines the page type (guide/article, comparison/listicle, product/landing, or site section).
Search volume — the monthly search volume for the primary keyword (from Ahrefs, Semrush, Google Keyword Planner, or GSC's Performance data for existing pages). Used to prioritise which pages to create or optimise first.
Page type — blog post, landing page, product page, category page, for-page, alternatives page, glossary term. Useful for bulk analysis (e.g., auditing all landing pages in the map at once).
Status — published, draft, planned, or refresh-needed. The map doubles as an editorial calendar.
Building the initial keyword map
Step 1: Start with existing pages. For an established site, the keyword map starts with existing URLs. Export all indexed pages from Google Search Console (Performance → Pages) or a sitemap crawl. Each URL gets a row. For pages with existing GSC data, the top impressions query is a strong candidate for the primary keyword assignment.
Step 2: Audit for cannibalisation. In GSC, filter by a target keyword and look at which pages appear for that query in impressions. If multiple pages appear for the same keyword, you have cannibalisation. In the keyword map, only one page should be assigned that primary keyword — the other pages need to be redirected, consolidated, or repositioned to target distinct queries.
Step 3: Assign primary keywords to existing pages. For pages without clear primary keywords (generic title tags, no apparent target query), use the GSC impressions data (the query with the most impressions for that page) to infer the target. If the inferred target query doesn't match what the page's content covers, it's a signal that either the content needs updating or the page needs to be repositioned.
Step 4: Identify gaps. After assigning keywords to all existing pages, list the target queries that don't have a corresponding page assigned. These are the content gaps — queries where your site has no page competing for the query. Each gap is a candidate for new content creation, ordered by search volume (highest-volume gaps first).
Step 5: Map the cluster structure. For each pillar page, identify which cluster pages cover its subtopics and which cluster pages are missing. The keyword map should make the pillar-to-cluster relationship explicit: each cluster page's row includes a reference to its parent pillar page URL.
Keyword mapping rules
One primary keyword per page — if two pages have the same primary keyword, one needs to change. This is the core rule of keyword mapping. There are no exceptions: even if the two pages approach the topic differently, they will cannibalise each other. Either consolidate the pages or ensure they target clearly distinct queries.
Match page type to intent — a transactional keyword ("buy SEO audit software") should map to a transactional page (product/signup page), not a blog post. A keyword map that assigns an informational article as the target page for a transactional query has a structural mismatch — the page won't satisfy the intent Google's algorithm serves for that query.
Don't target head terms on cluster pages — if the pillar page targets "technical SEO", a cluster page covering XML sitemaps should target "XML sitemap guide" or "how to create an XML sitemap" — not "technical SEO" (cannibalisation) and not "sitemap" (too broad, won't rank). The keyword map should show this hierarchy explicitly.
Use actual search volume, not intuition — keyword prioritisation decisions (which gaps to fill first, which pages to refresh first) should be based on search volume data, not assumptions about what people search for. Tools like Ahrefs, Semrush, and Google Keyword Planner provide volume data; GSC provides impressions data for existing pages. Map both: volume is what the query could drive, impressions is what it's currently delivering.
Maintaining the keyword map
A keyword map is a living document. Events that require map updates:
New content published — every new page gets an entry immediately. Adding a page to the map before publication prevents accidental cannibalisation (the new page's target keyword is checked against existing map entries).
Content consolidated or deleted — when pages are merged or removed, their entries are updated in the map (status → merged/removed), and the surviving page's entry is updated to inherit any important secondary keywords from the merged page.
Rankings change — when GSC shows a page has shifted to a different primary query (a secondary keyword has overtaken the primary in impressions), update the map to reflect the new primary. The page's title tag and H1 may need updating to match.
Cannibalisation discovered — when two pages are found competing for the same query in GSC, the map is updated to reflect the decision (which page owns the query, what the other page is repositioned to target).

How many keywords should each page target?
One primary keyword and 3–10 secondary keywords per page. The primary keyword is what the title tag, H1, URL slug, and meta description are optimised for — it's the single most important query the page is meant to rank for. Secondary keywords are supporting queries covered in H2 subheadings, body content, and FAQ sections. They're closely related queries that a user searching for the primary keyword would also find relevant — synonym phrasings, question variations, long-tail specifics. A page targeting more than 10 secondary keywords is typically either too broad (it should be a pillar page that links out to dedicated cluster articles) or targeting queries that are too dissimilar in intent.
How do you handle keywords that could fit multiple pages?
Assign the keyword to the page that best satisfies its search intent. If "technical SEO checklist" could go on a blog post guide or a landing page, check the SERP for that query: what type of page currently ranks in positions 1–3? If it's all blog guides, a blog post is the correct assignment. If it's mixed, the intent is ambiguous and you need to decide which intent to target — and accept that you're targeting one segment of searchers, not all of them. After assigning, ensure the other page doesn't also target the same keyword. If both pages have "technical SEO checklist" in their title tags, you have cannibalisation regardless of which is "intended" to rank.
What's the difference between keyword mapping and keyword research?
Keyword research discovers which queries exist and how much volume they have — it produces a list of keyword opportunities with search volume, difficulty, and intent data. Keyword mapping assigns those discovered keywords to specific pages — it produces a structured document connecting queries to URLs. Keyword research is the input; keyword mapping is the organisation step that makes keyword research actionable. Many sites do keyword research without completing the mapping step, resulting in a list of keywords that never gets systematically implemented — the pages that should target high-volume keywords are never created or optimised because there's no explicit assignment making anyone responsible for them.
Should keyword mapping include every page on the site?
No — keyword mapping applies to pages meant to rank in organic search. The map should include all content pages (blog posts, guides, landing pages, product pages, for-pages, alternative comparison pages) and any category or hub pages that target navigational or commercial queries. It typically excludes: legal pages (terms, privacy), account management pages (login, settings), pagination pages, tag/archive pages (usually canonicalised to the main category), thank-you and confirmation pages, and internal tools or dashboards. If a page isn't meant to appear in organic search results, it doesn't need a keyword assignment — but it should have a noindex meta tag if it's indexable by default.
